Call for Papers

Russia's invasion of Ukraine has pushed the world into a dangerous and unstable era. The use of military force in flagrant violation of Ukrainian sovereignty and international law has compromised not only world human, political, defense and security relations, but also global commercial ties. The immediate consequences of this war for Ukraine are devastating, in terms of lives lost, cities destroyed, and families uprooted. Its implications for Russia and Europe are profound, and are still to be specified. One outcome is certain: Putin’s war has united the transatlantic community in ways not seen since the terrorist attacks on the United States on September 11, 2001.

The Atlantic Alliance is making every effort to support Ukraine without resorting to direct military confrontation with Russia. North America, the United Kingdom and EU members, joined by a host of other countries such as Japan and neutral Switzerland, unleashed a barrage of economic and financial sanctions against Russia. Western countries and their partners are also working to deny Russia most-favored-nation trade status, which will lead to higher tariffs on Russian goods. Germany's response was not instant but particularly striking. Berlin suspended the approval process for its controversial Nord Stream 2 natural gas pipeline with Russia, committed to increase its defense spending, dropped its resistance to arming Ukraine, and embarked on a costly path to reduce its energy dependence on Russia. 

Research Questions: 

  • What are the consequences of Russia’s invasion of Ukraine for Russia itself? 
  • What are the short- and long-term economic, political, defense, security – including cyber security – implications for Europe?
  • What is the impact of the war in Ukraine on the global economy and security?

While NATO has risen to the occasion, supporting Allies in the delivery of humanitarian and non-lethal aid and strengthening defense on the Eastern Flank, an aggressive Russia committed to stoking conflict and instability on NATO’s borders in countries like Moldova, Georgia, Belarus and Ukraine, represents a new normal in geostrategic threats to Allies and partners alike. 

Research Question: 

As NATO shifts its strategic posture to address new threats and challenges under the 2022 Strategic Concept, how should NATO adapt to address this new world order?
