This panel focuses on the role of policy capacity and the policy design in influencing government effectiveness. In addition to the institutional mechanisms that structure vertical relationships between federal/central and subnational governments, this panel aims to debate variation on state capacity and the effects on social policies of developing societies. What are the drivers of government effectiveness? Whether and how effective policies can be formulated and implemented and affects the results of the social policies implementation and whether and how policy capacity also can be a driver of these results. We invite analyzes from Weberian perspectives to technical and administrative capacity, political and relational capacity or based on the Policy Capacity Framework (the individual policy analytical capacity and the organizational policy capacity).
