Rules for Participation

Researchers are invited to submit a paper proposal to a relevant track, or to a specific open panel (available on 10 September) within a track. The three track groups are:

  • Research Committee (RC) Tracks
  • General (GL) Tracks
  • Local Organizing Committee (LOC) Tracks

NOTE: If you have been invited to submit a paper to a closed panel, you must use the submission link provided in the invitation. If you did not receive it, please contact the panel convenor (organizer) to request the panel specific submission link.

  1. Anyone can submit a paper proposal. An IPSA online account (free) is required in order to submit a proposal. While IPSA membership is not required for submission, it is mandatory for participation and registration for the World Congress.
  2. Only the main author should submit the paper proposal. Co-authors, if any, must be added once the abstract is submitted.
    All panelists must be signed up for an IPSA online account in order to be included as co-authors of the paper proposal or in other roles on the program.
    Once submitted, paper proposals can only be edited by the main author (the person who submitted the proposal).
  3. An individual may submit up to two distinct paper proposals. Two identical proposals will not be considered during the review process.
  4. To maximize participation, individual appearances are limited to one appearance in the program in each role. No individual may appear more than once in each of these roles:
    • Chair or co-chair of a panel
    • Discussant on a panel
    • Papergiver (main author or co-author): May appear twice - once as main author and once as co-author.
  5. If accepted in the program, papergivers are expected to:
    • Register by 8 May 2025. If at least one author/co-author does not register by this date, the paper will be withdrawn from the program.
    • Upload the complete paper by 20 June 2025 in their online account.
    • Present the paper orally in-person, in no more than 15 minutes at the Congress.
  6. If two paper proposals are accepted, only one will be included in the final program, and the other(s) will be rejected. The author may choose which proposal to keep in the program.

The Abstracts and the Full papers presented at the Congress will be available (in PDF format) to IPSA members in the Conference Proceedings Library on the website www.ipsa.org. IPSA does not publish a printed Book of Proceedings or a Book of Abstracts for the Congress.

Guidelines for Paper Proposals

Language Requirements

Paper proposals in English or French may be submitted to any track or closed panel. Papers proposals in Korean may only be submitted to the LOC tracks.

Presentation Format

Paper presentations must be made in-person orally in no more than 15 minutes. Remote (online/virtual) presentations are not permitted.

Paper Title
  • The title cannot exceed 25 words
  • Do not write your title in quotation marks
  • Do not use ALL CAPS and Capitalize titles in English as per the example below:

POLITICS IN THE AGE OF TRANSBOUNDARY CRISES
"Politics in the Age of Transboundary Crises"

Paper Abstract
  •  The following points should be covered in your Abstract:
    1. the research question your paper investigates
    2. a very brief description of the methodological approach​
  • The Abstract must not exceed 350 words.
  • Do not include references, bibliographical notes, or your contact information in the abstract text.
  • Review your use of language.

Submit a Paper Proposal

The call for proposals is closed. The extended submission deadline was 12 November 2024.

  • If you have been invited to submit a paper to a closed panel, you must use the submission link provided in the invitation. If you did not receive it, please contact the panel convenor (organizer).
  • You must be signed up for a free IPSA website account to be able to submit a proposal. If you do not have an online account, you will have the option to create one before submitting your proposal.
Revise a Submitted Paper Proposal
  • Login to your IPSA account at wc2025.ipsa.org:
  • Access your paper proposal in [My Congress] user menu
  • Click on List of my Papers
  • Click on the the paper title
  • Click the Edit tab
  • Make the desired changes to the title and/or the abstract
  • Scroll down and click "Save"

Guidelines for Full Papers

Main authors of accepted paper proposals, should upload the complete paper in PDF format by 20 June 2025.

Guidelines
  • A written paper no more than 25 pages, single-spaced on letter-sized (or A4) paper (8.5” x 11”).
  • The language of the full paper should match the language of the submitted paper abstract (English or French).
    Papers in Korean may only be presented in Korean panels within LOC tracks.
  • Authors are free to choose the citation style of their paper.
  • Papers should be uploaded in PDF format only.

Please do not send your paper to the congress organizers by e-mail.

Paper Content

Your full paper should:

  1. Have an informative descriptive title
  2. Address a significant problem or puzzle
  3. State a clear research question
  4. Review the relevant literature and debates
  5. Explain your methodology and research design
  6. Organize your evidence and findings logically
  7. Provide clear and convincing analysis
  8. Summarize your conclusions succinctly
To Upload the Full Paper
  • Login to your IPSA account at wc2025.ipsa.org:
  • Access your paper proposal in [My Congress] user menu
  • Click on List of my papers
  • Click on the “Upload your paper” button, under the paper title
  • Under the Paper header, click Browse and select a PDF file
  • Scroll down and click "Save"

     Please note:

  • You will be able to replace your uploaded paper at a later date if you so require (ie. If you are unable to provide the final version before the deadline).
  • Inclusion of your paper in the IPSA Conference Proceedings Library does not constitute publication of your paper. You can choose to have your full paper removed at any time after the Congress.
To Replace or Remove your Full Paper:
  • Access your paper proposal by selecting List of my papers in [My Congress] user menu
  • Click on the the paper title
  • Click the Edit tab
  • Under the 'Paper'  header
    click 'Remove' and then 'Browse' and select a PDF file (to replace a full paper)
    click 'Remove' (to remove a full paper)
  • Scroll down and click "Save"
