This panel looks at the relationship of federalism and crisis. Whether Covid-19 or climate change, federal systems are facing an unprecedented number of challenges in the contemporary world. How do they deal, adapt and change in the face of such challenges? Are federal and decentralised structures better at crisis response? To what extent can we observe patterns of learning from one crisis to another? This panel welcomes conceptual, empirical and comparative papers on federalism and crisis management across different crises and federal and decentralised systems.
